The first congestion pricing program in the United States will begin in New York City on June 30, the Metropolitan Transportation Authority announced on Friday, signaling the possible end of a bitter fight over a plan that promises to ease some of the worst traffic in the nation. With months still to go before the program’s scheduled rollout, legal and political clashes still threaten to dilute or stop it altogether. Philip D. Murphy of New Jersey, influential unions and some elected New York City officials — have ratcheted up a long-running effort to keep congestion pricing from taking effect. Under the program, most passenger cars will be charged $15 a day to enter a congestion zone below 60th Street in Manhattan. Taxi fares would increase by $1.25, and Uber and Lyft fares would rise by $2.50.

A severely ill 54-year-old woman earlier this month became the second person to receive a kidney transplanted from a genetically modified pig, surgeons at NYU Langone Health in New York announced on Wednesday. The patient, who had both heart failure and kidney failure, was given the organ on April 12, just eight days after receiving a mechanical heart pump. Surgical teams at NYU Langone carried out the two procedures over the course of nine days. The kidney came from a genetically engineered pig provided by United Therapeutics Corporation, a biotech company. The pig carried a gene for producing a sugar called alpha-gal that had been “knocked out,” or blocked.

CNN —US Rep. Donald Payne Jr., a New Jersey Democrat, has died, Speaker Mike Johnson announced on Wednesday. “We are saddened to be informed of the passing today of congressman Donald M. Payne, Jr.,” Johnson said in a post on X. His father, Donald Milford Payne, was the first Black congressman to represent the state and served in the seat from 1989 until his death in 2012. Donald Payne Jr. was involved with a number of health-related caucuses and helped introduce related legislation in Congress, including serving as a co-chair of the Congressional Colorectal Cancer Caucus, Congressional Men’s Health Caucus and the Congressional Peripheral Artery Disease Caucus. “The Congressional Black Caucus has been very clear to President Trump that African-American communities have a lot to lose under his administration,” Payne said in a press release at the time.

Rep. Donald Payne Jr., D-N.J., has died at the age of 65 after several weeks of being hospitalized following a "cardiac episode" in early April. "Deeply saddened by the passing of Congressman Donald Payne Jr., a good friend, highly effective public servant and compassionate leader. Payne succeeded his father, Rep. Donald M. Payne, who also died in office. Payne Jr., was a member of the Congressional Black Caucus and served on the House Homeland Security and Transportation and Infrastructure Committees. CNN —More than 20 years after a mother found a human jawbone hidden in her son’s rock collection, genetic genealogy experts have unraveled the discovery and identified the partial remains of a US Marine Corps captain. In 2002, his mother found the collection, came across what looked to be human remains and contacted the sheriff’s office, authorities said in a statement. In January 2023, the sheriff’s office and the Yavapai County Medical Examiner referred the case to the Investigative Genetic Genealogy Center. The college partnered with the Yavapai County Sheriff’s Office to work on the case for free, the sheriff’s office said in a statement. “I think it shows how investigative genetic genealogy has stepped in and become the most really incredible investigative tool since the advent of DNA.”

A federal judge has granted an emergency request to force New Jersey to redesign its election ballot before the June primary, upending a longstanding source of electoral power for the state’s Democratic and Republican parties. The ruling, issued on Friday, is expected to fundamentally reshape politics in New Jersey and will have an immediate effect on June’s primary races. “The integrity of the democratic process for a primary election is at stake,” wrote Zahid N. Quraishi of U.S. District Court for the District of New Jersey in a 49-page decision. “Plaintiffs have put forth credible evidence not only that their constitutional rights are violated by the present ballot design used in New Jersey, which is used in no other state in the country,” he wrote, adding, “but that defendants would suffer minimal harm in implementing the ballot design requested.”

A storm system on Saturday brought heavy rain to the Northeast and heavy snow to parts of New England and Northern New York, leaving more than 300,000 households in several states without electricity.
